State of Washington and Evergreen Public Schools Settle Starvation Lawsuit for $49.3 Million

The State of Washington and Evergreen Public Schools agreed on October 13 to pay $49.33 million to settle a wrongful death lawsuit arising from the 2020 starvation death of 15-year-old Karreon Adams-Franks in Vancouver.

The settlement averted a four-week trial that would have featured testimony from child protection caseworkers, pediatric forensic specialists, classroom educators, and school district administrators.

Karreon remained confined inside the home until emergency paramedics responded to a 911 call on November 27 to find him unresponsive.

In October 2023, a Clark County jury convicted adoptive mother Felicia Adams, who was Karreon’s biological aunt, and her partner Jesse Franks of homicide by abuse and multiple counts of second-degree criminal mistreatment.

The complete depletion of insurance limits leaves the Vancouver district without coverage reserves for any additional liability claims arising from that operating period.
