WSDA Pest Program Manager Sven Spichiger did not describe the news as a surprise. "We anticipated it would only be a matter of time before emerald ash borer arrived in our state," he said, adding that the report was "another example of how alert, observant members of the public help us detect new, invasive pests." Washington Commissioner of Public Lands Dave Upthegrove struck a similar note: "This is deeply unfortunate, but we knew the emerald ash borer would arrive here and we've been preparing for it." Neither official framed the detection as a failure of vigilance. The insect had already been confirmed in Oregon in 2022 and in Vancouver, British Columbia, and had spent two decades working its way west from the Midwest, where it was first identified.
What makes the Vancouver, Washington, find significant is not that it happened, but that it happened here first, in a border city sitting directly across the Columbia River from a state that had already been quarantining ash wood for years. The beetle did not respect that boundary, and neither did the response: within days, the confirmation triggered rule-making that reaches every county in the state, not just Clark County.
What Emerald Ash Borer Has Already Done to 100 Million American Trees
Emerald ash borer is native to Asia and was first identified in the United States in Michigan roughly two decades ago, according to KHQ, which cited the more-than-100-million-tree death toll. The insect itself is small, about a half-inch long, with an elongated, narrow body and a jewel-like metallic-green shell, according to the Washington Invasive Species Council. It is the larvae that do the killing, burrowing beneath the bark to feed on the sapwood layer a tree depends on to move water and nutrients.
The visible signs come later. The Council describes a distinctive D-shaped exit hole, rounder on one side and flatter on the other, left when adult beetles emerge from a tree in spring. The state's public messaging leans on a simple campaign slogan, "buy it where you burn it," rather than a complicated legal framework, precisely because the quarantine only works if ordinary campers and homeowners actually follow it without needing to parse a regulation first. Unlike a localized quarantine zone drawn around a single infested county, Washington's rule applies everywhere in the state at once, reflecting how little confidence officials have that the beetle is still contained near Vancouver.
Why the Puget Sound's Ornamental Ash Trees Are Exposed
The Pacific Northwest has exactly one native ash species, Oregon ash, and it is fully susceptible to the beetle. But the more immediate risk sits in cities, not forests. For trees not yet infested, there is a narrower option: preventive systemic insecticide treatment, applied by a certified arborist, that can protect an individual high-value tree for a period of years. Seattle-area arborists have been recommending this route for ash trees worth preserving, a boulevard specimen or a mature shade tree, while cautioning that treatment only works before infestation takes hold, not after. "An ounce of prevention is worth a pound of cure," Ethan Childs, a plant health care manager at Seattle Tree Care, has said of the timing question, in the firm's own guidance for regional homeowners.
That framing captures the entire management strategy in miniature: there is no product, spray or intervention that reverses an established infestation. Every resource the state has published assumes prevention and early removal are the only tools that work, which is precisely why the firewood quarantine and the public reporting system carry so much weight relative to their modest cost.
How to Spot the Beetle and What to Do If You Find One
Washington residents who think they have found an emerald ash borer, or the D-shaped exit holes, canopy dieback or unusual woodpecker activity that can signal one, are asked to report it through the WA Invasives app, available on both the Apple App Store and Google Play, or directly through the Washington Invasive Species Council's website. Preserving a physical specimen matters: the Council recommends placing an insect in a sealed container or freezer, or in a vial of rubbing alcohol, along with the date and precise location it was found, so entomologists can confirm identification the way they did with the Vancouver specimen.
That reporting chain is the same one that caught the first Washington detection. Two residents who did not recognize an unfamiliar beetle chose to report it rather than dismiss it, and that single report is now driving a statewide regulatory response. Officials are counting on that pattern repeating: with no chemical or biological method capable of stopping an established outbreak, early detection by ordinary residents is functionally the state's frontline defense, not a backup to some more sophisticated surveillance system.
For now, the confirmed infestation remains limited to the area around Vancouver, and the quarantine is aimed squarely at keeping it that way. Whether it succeeds will likely be measured less by any single enforcement action than by how many Washington residents actually stop moving firewood across county lines, a low-tech ask standing between the state's ash trees and the same decade-long die-off already documented from Michigan to Oregon.
